New laws for new drivers
New drivers, regardless of age, must complete a driver's education course and document 40 additional hours of behind-the-wheel training. Driver's education classes include 30 hours of classroom instruction and six hours of on-the-road training. In the past, new drivers over 18 did not have to take a driver's education course of any kind.
All new drivers must hold their learner's permit for a minimum of four months, compared to the old standard of three months, or two weeks for those already 16 or older. A provisional license, which forbids young drivers from driving alone between midnight and 5 a.m., lasts 18 months instead of one year. The 40 hours of additional on-the-road training must be documented in an MVA-issued logbook and signed by the licensed driver, usually a parent, who is supervising the new driver. That additional road training is required for drivers to receive their provisional license.
